Based on Presidential Regulation (Perpres) Number 2 of 2022, an entrepreneur is a person who runs, creates, and/or develops a business.
This Presidential Regulation categorizes entrepreneurs into two types: "new entrepreneurs" and "established entrepreneurs".
"New entrepreneurs" are business owners working alone, and those assisted by non-permanent/unpaid workers.
"Established entrepreneurs" are business owners assisted by permanent/paid workers, as defined in reports by the Central Statistics Agency (BPS).
According to BPS data, as of August 2024, there were approximately 51.51 million new entrepreneurs in Indonesia (33.87% of the total workforce).
This figure comprises 31.50 million individuals working alone, and 20.01 million assisted by non-permanent/unpaid workers.
Established entrepreneurs, those assisted by permanent/paid workers, numbered 4.69 million (3.08% of the total workforce).
Cumulatively, over the last decade (February 2014 – August 2024), the number of new entrepreneurs increased by 11.46 million, or 28.6%.
During the same period, the number of established entrepreneurs increased by 545,560, or 13.2%.
