The proposal to issue Driver's Licenses (SIM) for life has sparked public discussion. This proposal was put forward by Arifin Purwanto, a lawyer. He challenged the regulation requiring SIM renewal every 5 years in the Constitutional Court in May 2023.
The challenged article is Article 58 of Law Number 22 of 2009 concerning Land Transportation and Traffic.
"Each SIM renewal, for example, 5 years ago I got a SIM, after 5 years it expires and I renew it. The serial number is different, Your Honor. There is no legal certainty here, and if it's late, everything has to start from scratch and has to be processed. This is certainly the opposite of an ID card. If it's an ID card, it's printed directly," said Arifin during the hearing presided over by Constitutional Justice M. Guntur Hamzah, as quoted by *CNN Indonesia* from the Constitutional Court website, cited Friday (12/5/2023).
So, how much does the issuance and renewal of SIMs cost?
The pricing, for both new issuance and renewal, is regulated in Government Regulation (PP) Number 60/2016 concerning the Types and Tariffs for Non-Tax State Revenue applicable to the Indonesian National Police.
This regulation lists two different price lists: testing for new SIM issuance and SIM renewal. Types of SIM include SIM A, SIM B I, SIM B II, SIM C, SIM C I, SIM C II, SIM D, SIM D I, and international SIM.
For new issuance: SIM A, SIM BI, and SIM B II cost Rp 120,000 each. SIM C, SIM C I, and SIM C II cost Rp 100,000 each.
SIM D and SIM D I cost less, at Rp 50,000. The most expensive is the international SIM at Rp 250,000.
These prices differ from renewal fees. For SIM A, SIM B I, and SIM B II, renewal costs Rp 80,000. SIM C, SIM C I, and SIM C II cost Rp 75,000.
Renewal for SIM D and SIM D I is Rp 30,000. International SIM renewal is Rp 225,000.
Note that these SIM issuance or renewal fees do not include the cost of psychological testing.
According to *Kompas.com* citing Digital Korlantas, applicants are charged Rp 37,500 for psychological testing, while the cost of physical health examination (RIKKES) follows the chosen tariff policy.
