These 5 Provinces with the Highest Crime Reports

Data from Indonesia's Central Bureau of Statistics (BPS) in 2018 shows that West Papua had the highest reported crime ratio in Indonesia, at 370.7. This means that 370 crimes were reported for every 100,000 residents in West Papua.

Next were DKI Jakarta (331), Central Sulawesi (311.6), South Sulawesi (245.1), and Gorontalo (242.4). These five provinces were above the national average reported crime ratio of 111.04.

Although DKI Jakarta had a relatively high reported crime ratio, its resolution rate was also high. In 2018, the percentage of crimes successfully resolved in DKI Jakarta reached 88.23%, the highest nationally. Meanwhile, West Papua had the second lowest rate, before Maluku, at 27.48%.

The BPS defines reported crimes as any incident received by the police from public reports or where the perpetrator is caught in the act. Reported crimes include crimes against life, physical body, morality, personal freedom, property, narcotics, public order, as well as fraud, embezzlement, and corruption.

Crime must be addressed as an effort to protect the community and achieve welfare. The government can address crime by implementing criminal law, preventing crime without resorting to criminal penalties, and influencing public opinion on crime and punishment through the mass media.
