In a report titled *Kantong Bocor Dana Umat* (Leaky Pocket of Public Funds) (July 2, 2022), *Tempo* magazine alleges that high-ranking officials of the Aksi Cepat Tanggap (ACT) foundation allegedly misappropriated public donations.
According to *Tempo*, some ACT officials allegedly used the organization's funds for personal gain, ranging from purchasing houses and furniture to transferring tens of billions of rupiah to their families. *Tempo* also mentions that some ACT officials received exorbitant salaries of up to Rp250 million and various luxury amenities.
However, since its establishment in 2005, ACT has regularly published financial reports audited by public accountants. ACT also claims that its foundation consistently receives good ratings.
"For 14 years without interruption, public accounting firms have given the highest rating in the financial audit process: Unqualified Opinion/WTP to Aksi Cepat Tanggap," ACT wrote on its official website.
Looking at its financial reports, the value of humanitarian funds managed by ACT has increased significantly in the last decade. In 2010, the total receipt of ACT's humanitarian funds was only around Rp25 billion. Then, during the period 2016-2020, the value soared to hundreds of billions of rupiah per year.
Every year, there is a difference between the receipt and disbursement of ACT's humanitarian funds ranging from tens of millions to billions of rupiah, as shown in the graph. When accumulated, the total difference during the 2010-2020 period reached a surplus of Rp180 billion.
ACT's total assets at the end of 2020 amounted to approximately Rp289 billion, consisting of current assets of Rp184 billion and non-current assets of Rp105 billion. ACT's 2021 financial report has not yet been released.
"We will clarify to the Ministry of Social Affairs regarding the existence of ACT, which collects funds from the public," said Deputy Chairman of Commission VIII of the DPR, Ace Hasan Syadzily, as reported by *Detik.com* on Monday (July 4, 2022).
