The Indonesian Healthcare Insurance Agency (BPJS Kesehatan) will eliminate healthcare class tiers by 2025. This elimination will be implemented gradually, starting this year.
The plan is to eliminate all class distinctions and adopt a single Standard Inpatient Class (KRIS) system. Hospitals will be required to provide inpatient rooms based on 12 established standards.
Health Minister Budi Gunadi Sadikin explained that one of these standards ensures all hospitals limit the number of beds in inpatient rooms to a maximum of four. Currently, BPJS Kesehatan Class 3 rooms can have up to six beds.
The primary requirement for utilizing this program is the payment of premiums. What are the current BPJS Kesehatan premium rates for the general public (non-employee participants)?
According to the official BPJS Kesehatan website, Classes 1, 2, and 3 have different premium amounts. Class 1 costs Rp150,000 per person per month, providing access to Class 1 inpatient care.
Class 2 costs Rp100,000 per person per month, providing access to Class 2 inpatient care.
Finally, Class 3 costs Rp35,000. This amount is effective from January 1, 2021, after the government provided a subsidy of Rp7,000, reducing the previous amount of Rp42,000.
This premium applies to relatives of wage-earning participants, such as siblings/in-laws, domestic helpers, and others. This amount also applies to non-wage-earning workers and non-worker participants.
BPJS states that premium payments are due by the 10th of each month. No late payment penalties apply from July 1, 2016.
"Penalties are imposed if, within 45 days of reactivating membership status, the participant receives inpatient healthcare services," writes BPJS Kesehatan.
Based on Presidential Regulation No. 64 of 2020, the service penalty is 5% of the initial diagnosis cost of inpatient healthcare services, multiplied by the number of overdue months, with the following stipulations:
1. The maximum number of overdue months is 12.
2. The maximum penalty amount is Rp30 million.
3. For wage-earning employees (PPU), the employer bears the cost of the service penalty.
