The Draft Law on the Special Capital Region of Jakarta (RUU DKJ) began to be deliberated by the Legislation Body of the House of Representatives (Baleg DPR) in March 2024.
The deliberation of the bill emerged following the enactment of Law Number 3 of 2022, which designates the Nusantara Capital City (IKN) in East Kalimantan as the new national capital, thus necessitating a change in Jakarta's status.
According to a survey by Kompas Research and Development (Litbang Kompas), the discussion of the RUU DKJ appears to have lacked significant public involvement.
A majority, or 59.6%, of respondents felt that the public had not been involved in the deliberation of the RUU DKJ.
This proportion comprises 40.5% of respondents who assessed that the public had not been involved, and 19.1% who felt they were insufficiently involved.
On the other hand, 15.7% of respondents felt that the public had been involved, consisting of 13.7% who considered the involvement sufficient and 2% who considered it very sufficient.
Kompas Research and Development researcher Rangga Eka Sakti believes that the government and legislators need to be open to public aspirations, as the formulation of the RUU DKJ will impact the lives of many people, including those who do not reside in the province.
This Litbang Kompas survey involved 512 respondents randomly selected using a stratified systematic sampling method across 38 Indonesian provinces.
Data collection was conducted from February 26-28, 2024, through telephone interviews. The survey's margin of error is approximately 4.33% with a 95% confidence level, under conditions of simple random sampling.
