JKN Membership Coverage by Province in 2024

According to data from the Ministry of Health (Kemenkes), 278.10 million people, or 97.59% of Indonesia's population, were registered as participants of the National Health Insurance (JKN) BPJS Kesehatan in 2024.

Of these, 114.24 million participants are contribution assistance recipients (PBI), 105.77 million are non-PBI participants, and 58.09 million are categorized as non-wage earner workers (PBPU) whose contributions are paid by local governments.

Out of 38 provinces in Indonesia, 14 provinces have JKN participant coverage above the national average. The highest participation rate is in Jakarta.

Here is a list of the top 10 provinces with the largest JKN BPJS Kesehatan participation coverage in Indonesia in 2024:

1. DKI Jakarta: 181.57%
2. West Papua: 107.83%
3. Central Kalimantan: 107.68%
4. Papua: 106.74%
5. East Kalimantan: 105.04%
6. North Kalimantan: 103.59%
7. Aceh: 102.66%
8. Central Sulawesi: 101.18%
9. Bali: 100.99%
10. North Maluku: 100.29%

"Although participation achievement is very high, the main challenges for JKN still revolve around aspects of participant activeness (the high rate of inactive participants), service quality, program funding sustainability, and compliance with contribution payments by independent participants," the Ministry of Health stated in its report.

"Furthermore, systematic efforts are needed to ensure that participants truly receive quality service benefits without administrative barriers or inequality in access," they added.
