The Indonesian government will implement a Standard Inpatient Class (KRIS) system for BPJS Kesehatan participants starting June 30, 2025. This program eliminates service classes 1, 2, and 3 for BPJS Kesehatan in hospitals (RS) throughout Indonesia.
Based on Presidential Regulation (Perpres) Number 59 of 2024 concerning National Health Insurance (JKN), there are 12 standards that hospitals must meet to implement KRIS.
Data from the Ministry of Health (Kemenkes) shows that 34.7%, or 949 hospitals, have yet to implement these standards. This comprises 421 government hospitals and 528 private hospitals.
According to the criteria, oxygen outlets at each bed are the most commonly unmet standard, with 449 hospitals lacking them.
The following is a list of KRIS criteria most frequently unmet by national hospitals:
1. Oxygen outlets: 449 hospitals
2. Bed completeness: 377 hospitals
3. Accessible standard bathrooms: 281 hospitals
4. Curtains/partitions: 247 hospitals
5. Air ventilation: 207 hospitals
6. Rooms with a maximum of 4 beds: 188 hospitals
7. Lighting: 184 hospitals
8. Room division: 125 hospitals
9. Building components without high porosity: 125 hospitals
10. Room temperature: 119 hospitals
11. In-room bathrooms: 94 hospitals
12. Bedside tables at each bed: 74 hospitals
Minister of Health Budi Gunadi explained that the main goal of KRIS is not to eliminate classes, but to establish minimum standards for accessible healthcare services.
"We have asked all provincial Health Offices to conduct validation, and almost all have completed over 50% of the validation process," said Budi in a working meeting with Commission IX of the DPR RI on Tuesday (February 11, 2025).
