Data from the Manpower Ministry's BPJS Ketenagakerjaan (Indonesian Manpower Social Security Agency) shows that DKI Jakarta has the highest number of active workers with employment insurance coverage as of 2023.
The number of active BPJS Ketenagakerjaan participants in the province reached 7.49 million workers by 2023.
This comprises 5.46 million wage earners (PU); 1.26 million non-wage earners (BPU); and 771,000 construction workers.
Despite having the highest number of active participants, DKI Jakarta also has the highest number of inactive participants nationally in the same period. A total of 4.69 million workers in the capital city have inactive BPJS Ketenagakerjaan coverage.
West Java is second with 4.85 million active participants. This includes 3.29 million wage earners, 930,000 non-wage earners, and 630,000 construction workers.
East Java follows in third place with 4.58 million workers; 2.83 million wage earners, 968,000 non-wage earners, and 780,000 construction workers.
Next are Central Java with 3.94 million workers and Banten with 2.63 million. These top five provinces are all located on the island of Java.
West Sulawesi has the lowest number of active BPJS Ketenagakerjaan participants, with only 176,000 workers, followed by Maluku with 205,000 and Bengkulu with 212,000.
Overall, 41.56 million workers were registered as active BPJS Ketenagakerjaan participants by 2023.
Of this number, the majority, or 25 million active participants, are wage earners. Another 9.19 million are non-wage earners, and 7.36 million are construction workers.
By gender, 28.98 million male workers are registered as active BPJS Ketenagakerjaan participants. This is significantly higher than the number of female participants, which stands at only 12.57 million.
In addition, BPJS Ketenagakerjaan also recorded 19.51 million inactive participants in the same period.
Specifically, 18.53 million inactive participants are wage earners and 979,000 are non-wage earners.
For information, wage earners (PU) are those who receive salaries or wages from an employer. This BPJS Ketenagakerjaan group includes civil servants (ASN), private employees, state-owned enterprise employees, and others who formally receive wages from an employer.
This is different from non-wage earners (BPU), who work independently, such as business owners, artists, and freelancers. Informal sector workers also fall into this category, such as farmers, public transport drivers, traders, online motorcycle taxi drivers, fishermen, and domestic workers (PRT).
