According to a research report by the Center for Indonesia’s Strategic Development Initiatives (CISDI), the most widely consumed type of packaged sweetened beverages (PSBs) in Indonesia is instant coffee.

The average Indonesian household consumes 29 packets of instant coffee per month. The least consumed PSB is sweetened condensed milk, with an average of 5 packets per month.

CISDI assesses that consumption levels are influenced by price. Lower prices lead to higher consumption, while higher prices lead to lower consumption.

"Sweetened condensed milk is the most expensive beverage, and instant coffee is the cheapest," stated CISDI in its 2022 report, *Price Elasticity of Demand for Packaged Sweetened Beverages*.

Given this situation, CISDI urges the government to impose a minimum 20% excise tax on PSBs to reduce sugary drink consumption and mitigate the risk of associated diseases.

"As recommended by the WHO, an excise tax on PSBs should be implemented to achieve at least a 20% price increase to achieve public health goals in preventing non-communicable diseases," said CISDI.

"Our research suggests that the implementation of the scenario III excise tax (the highest rate) by the Ministry of Finance will result in an optimal reduction in PSB consumption and an increase in state revenue," it continued.
