Intan Jaya Regency had the lowest food security in Indonesia in 2023.
This is recorded in the *2023 Food Security Index* report released by the National Food Agency (Bapanas).
Bapanas defines "food security" as the condition of sufficient food availability at the national to individual level.
This condition is reflected in the availability of sufficient, quality, safe, diverse, nutritious, equitable, and affordable food that can support a healthy, active, and productive society sustainably.
Bapanas then created a Food Security Index (IKP) in 416 Indonesian regencies based on three main assessment pillars: food availability, affordability, and utilization.
The assessment results are formulated into a score on a scale of 0-100. The higher the score, the better a regency's food security is assumed to be, with the following classification system:
* Very Vulnerable: 0-41.52
* Vulnerable: >41.52-51.42
* Somewhat Vulnerable: >51.42-59.58
* Somewhat Secure: >59.58-67.75
* Secure: >67.75-75.68
* Very Secure: >75.68-100
Using this method, in 2023 there were 235 regencies in Indonesia whose food security fell into the "very secure" category, 77 regencies "secure", and 37 regencies "somewhat secure".
There were also 29 regencies categorized as "somewhat vulnerable", 17 regencies "vulnerable", and 21 regencies "very vulnerable".

4. Puncak Regency, Central Papua: 20.1 (Very Vulnerable)
5. Paniai Regency, Central Papua: 21.52 (Very Vulnerable)
6. Lanny Jaya Regency, Papua Mountains: 21.6 (Very Vulnerable)
7. Deiyai Regency, Central Papua: 21.93 (Very Vulnerable)
8. Yahukimo Regency, Papua Mountains: 21.95 (Very Vulnerable)
9. Mamberamo Raya Regency, Papua: 22.51 (Very Vulnerable)
10. Tolikara Regency, Papua Mountains: 23 (Very Vulnerable)
