Fishers in these 10 provinces have the lowest national welfare.

The welfare of capture fisheries fishermen in East Nusa Tenggara (NTT) is recorded as the lowest compared to other provinces. This is reflected in the Fishermen's Exchange Rate Index (NTN) which was only at 90.97 in November 2021.

This figure indicates that the welfare of capture fisheries fishermen in NTT decreased by 9.03% from the beginning of the index calculation, namely 2018=100. The NTN index in the province is also 1,493 basis points (bps) lower than the national average of 105.59.

The next lowest province in terms of capture fisheries fishermen's welfare is West Papua with an NTN of 92.71. Followed by Gorontalo with an NTN of 95.36, DKI Jakarta with an NTN of 98.87, and West Sumatra with an NTN of 99.38.

Other provinces with the lowest levels of capture fisheries fishermen's welfare are Bali with an NTN of 101.09. Following are South Kalimantan with an NTN score of 101.54, Banten with an NTN of 101.99, and East Kalimantan and Southeast Sulawesi with NTNs of 102.58 and 102.65 respectively.

NTN > 100 indicates that capture fisheries fishermen experience a surplus, where income is greater than expenses. NTN = 100 reflects that fishermen break even, with income received equal to expenses incurred. While NTN < 100 means that fishermen experience a deficit, where income is less than expenses.
