The National Food Agency (Bapanas) defines "food security" as the condition of sufficient food availability at the national and individual levels.
This condition is reflected in the availability of sufficient, quality, safe, diverse, nutritious, equitable, and affordable food that can support a healthy, active, and productive society sustainably.
Bapanas then compiles the Provincial Food Security Index (IKP) of Indonesia based on three main assessment pillars: food availability, accessibility, and utilization.
The assessment results are formulated into a score on a scale of 0–100. The higher the score, the better a province's food security is assumed to be, with the following classification system:
* Very Vulnerable: 0–37.61
* Vulnerable: >37.61–48.27
* Somewhat Vulnerable: >48.27–57.11
* Somewhat Secure: >57.11–65.96
* Secure: >65.96–74.40
* Very Secure: >74.40–100
Using this method, in 2023, 18 provinces had food security categorized as "very secure". Then, 11 provinces were categorized as "secure", 3 provinces as "somewhat secure", and 2 provinces as "vulnerable".
