Coordinating Minister for Economic Affairs Airlangga Hartarto announced that the palm oil product banned from export is refined, bleached, deodorized, or RBD palm olein.
“This export ban will be in effect until the price of bulk cooking oil in traditional markets reaches Rp14,000 per liter,” said Airlangga in a virtual press conference as reported by Katadata.co.id on Tuesday (26/4/2022).
The RBD palm olein products banned from export consist of three commodity categories, namely those with Harmonized System (HS) codes 15119036, 15119037, and 15119039. These three categories of goods are raw materials for cooking oil and palm oil.
The three categories of goods are:
* HS 15119036 is a fraction of unmodified liquid palm oil, packaging <25kg.
* HS 15119037 is a fraction of unmodified liquid palm oil, packaging >25kg with iodine content <=55 to <60.
* HS 15119039 is a fraction of unmodified liquid palm oil, packaging >25kg with iodine content <55 or iodine >=60.
Therefore, not all processed palm oil products are banned from export, but only the three categories of goods mentioned above.
The export volume of these three categories of goods in 2021 was as follows:
* HS 15119036 weighing 1,327.33 thousand tons
* HS 15119037 weighing 11,126.46 thousand tons
* HS 15119039 weighing 294.52 thousand tons
The export ban on RBD palm olein came into effect on April 28, 2022, at 00.00 WIB until the price of bulk cooking oil reaches Rp14,000 per liter in traditional markets.
Supervision will be carried out by the Food Task Force and then Customs supervision. Any violations will be firmly dealt with in accordance with regulations and laws.
