Pekanbaru-Dumai Toll Road Tariffs Increase as of Today, Monday, March 18, 2024
Toll road tariffs for the Pekanbaru-Dumai route increased today, Monday, March 18, 2024, starting at 12:00 WIB (Western Indonesian Time).
The increase is stipulated in the Decree of the Minister of Public Works and Public Housing (PUPR) Number 415/KPTS/M/2024. A similar increase also occurred on the Palembang-Indralaya toll road section, as stated in Decree Number 414/KPTS/M/2024.
PT Hutama Karya (Persero), the contractor, stated that the Pekanbaru-Dumai toll road tariffs had not been increased since its initial operation in October 2020. They argued that the tariff adjustment should have been implemented in 2022.
The delay was due to Indonesia's recovery phase from the COVID-19 pandemic in 2022 and the fuel price hike in October 2023.
Furthermore, the increase in the price of basic necessities such as rice in 2023 led Hutama Karya to reconsider and postpone the adjustment of the Pekanbaru-Dumai toll road tariffs to avoid burdening the public.
"Seeing that the economy has now recovered, we need to adjust the tariffs this year," said Executive Vice President (EVP) and Corporate Secretary of Hutama Karya, Tjahjo Purnomo, in a written statement published on Hutama Karya's website and quoted on Monday, March 18, 2024.
Hutama Karya ensures that the tariff adjustments on all toll road sections have been accompanied by the fulfillment and improvement of Minimum Service Standards (SPM), including routine maintenance and improvements in transaction and operational services.
The Pekanbaru-Dumai toll road is equipped with 30 toll booths and 17 mobile readers located at seven toll gates (GT): GT Pekanbaru, GT Minas, GT Kandis Selatan, GT Kandis Utara, GT Pinggir, GT Batin Solapan, and GT Dumai. There are also 58 standby vehicles consisting of ambulances, rescue vehicles, tow trucks, toll road services, Highway Patrol (PJR), road sweepers, and water tanks; 297 CCTV cameras with two-way monitoring 24 hours a day in the control room; 18 VMS (Variable Message Signs); and four temporary rest areas operating with facilities such as toilets, prayer rooms, and canteens.
This toll road section is also routinely maintained and beautified, including repainting lane markings and barriers, adding local wisdom ornaments, beautifying road barriers and pedestrian overpasses (JPO), and routine tree planting along the toll road.
Endra S. Atmawidjaja, Expert Staff to the Minister of PUPR for Technology, Industry & Environment, also stated that before the issuance of this tariff adjustment decree, a feasibility test of service improvement and SPM fulfillment had been conducted on the Toll Road Business Entity (BUJT) beforehand.
"Not all BUJTs that apply for tariff adjustments immediately receive a ministerial decree; a series of tests are conducted beforehand," said Endra.
