Indonesia's Top 10 Largest Coal-Fired Power Plant Owners, PLN Leading

According to Global Energy Monitor data, as of the end of the first half of 2023, there were 234 coal-fired power plants (PLTU) in Indonesia, with a total capacity of 45.35 gigawatts (GW).

This figure includes the capacity of all operating PLTUs, both government-owned and privately owned, excluding those still under construction or inactive.

Broken down by ownership, the company controlling the largest coal-fired power plants in Indonesia is PT PLN (Persero) with a total capacity of 8.43 GW.

Several PLN subsidiaries also own coal-fired power plants with capacities among the largest nationally, namely PT Indonesia Power Suralaya PGU and PT Indonesia Power.

Meanwhile, seven other companies in the top 10 are private companies, namely PT Central Java Power, PT Sumber Segara Primadaya, PT Paiton Energy, PT Bhumi Jati Power, PT Shenhua Guohua Pembangkitan Jawa Bali (PJB), PT Bhimasena Power Indonesia, and PT Obsidian Stainless Steel, with PLTU capacities as shown in the graph.

There are also a number of large coal-fired power plants in Indonesia that are still under construction or pre-construction planning, both government-owned and privately owned.

According to Global Energy Monitor data, approximately 58% of the total capacity of unfinished coal-fired power plants is dedicated to supplying energy needs for industries such as aluminum, cobalt, and nickel processing, which are related to the battery and electric vehicle supply chain.

"Industrial areas are national strategic projects for Indonesia. However, a lack of sustainable planning to supply electricity to these projects could challenge Indonesia's net-zero carbon ambitions," said Global Energy Monitor in its Boom and Bust Coal 2023 report.
