The development of information and communication technology (ICT) in Indonesia is uneven. This phenomenon is included in a report by the Central Bureau of Statistics (BPS) entitled *Information and Communication Technology Development Index 2023*.
Jakarta became the province with the highest national index score, at 7.73 points. This value exceeds the Indonesian average of 5.9 points. Jakarta is also the only province categorized as having a "high" index score in the last two years.
Meanwhile, the province with the lowest ICT development index score last year was Papua, at only 3.44 points.
"The gap in ICT development tends to decrease, as shown by the narrowing distance between the highest and lowest ICT Development Index values," wrote BPS in the *Information and Communication Technology Development Index 2023* report.
In 2022, the gap between the highest and lowest ICT development indices was 4.42 points. This gap narrowed to 4.29 points in 2023.

BPS compiled the ICT development index across all provinces using the methodology released by the International Telecommunication Union (ITU). The assessment is based on three sub-indices: ICT access and infrastructure; ICT usage; and ICT skills.
This index represents the development of national ICT development on a scale of 0-10 points. The higher the index value, the better the condition is assumed to be.
The following is a detailed categorization of the ICT Development Index scores from BPS:
* Score 0 to 2.50: very low
* Score 2.51 to 5.00: low
* Score 5.01 to 7.50: medium
* Score 7.51 to 10.00: high.
