10 Provinces with the Lowest Information and Technology Development Index, 2015

Papua was recorded as a province with an Information and Communication Technology Development Index (IP-TIK) in 2015. The IP-TIK of this easternmost Indonesian province was only 2.91 on a scale of 0-10. The index indicators were: access and infrastructure 3.62, usage 1.04, and expertise 5.21.

East Indonesia dominated the lowest IP-TIK in 2015, falling below the national average of 4.83. Twenty-two provinces had a low ICT development index, 11 provinces were categorized as medium, and only one province, DKI Jakarta, was categorized as high, reaching an index of 9.25. This indicates a disparity in information and communication technology development between regions in Indonesia. Limited infrastructure, restricted purchasing power, and limited knowledge have caused eastern Indonesian provinces to lag behind western regions.

An ICT development index is categorized as low if the IP-TIK is below 4.69. It is categorized as medium if the IP-TIK is between 4.69 and 7.07. An IP-TIK above 7.07 is categorized as high. The Information and Communication Technology Development Index was developed by the International Telecommunication Union as the *ICT Development Index* in 2008. A higher IP-TIK indicates faster information technology development in a region, while a lower IP-TIK indicates slower development.
