A survey by the Indonesian Internet Service Providers Association (APJII) reveals that 89.6% of people in underdeveloped regions choose not to subscribe to fixed-line internet.

Fixed-line internet refers to internet service provided via cable or fiber optic connections installed in a fixed location, such as a home or office. This service is typically offered by internet service providers (ISPs) with more stable speeds than mobile internet.

Of those who did not subscribe, the majority (32.6%) cited a lack of fixed-line internet access in their area.

Furthermore, 22.8% of respondents found the subscription cost too expensive; 18% considered the quality of mobile internet or cellphone internet sufficient; and 17.1% stated that not many ISPs offer fixed-line internet services in their region.

Another 2.9% cited residing in rented accommodation; 2.5% did not subscribe to fixed-line internet because they live alone; and 4.1% gave other reasons.

This APJII survey involved 1,950 respondents from 64 underdeveloped regions across 17 provinces. Data collection was conducted from July to September 2024 through face-to-face and telephone interviews.

According to Regulation of the Minister of Villages, Development of Disadvantaged Regions and Transmigration (Permendes-PDTT) Number 11 of 2020, "underdeveloped regions" are districts whose areas and communities are less developed than other regions nationally.

59.23% of respondents were male, and the remaining 40.77% were female. Respondents were predominantly millennials aged 28-43 years (40.10%), followed by Generation Z aged 12-27 years (34.36%), and Generation X aged 44-59 years (6.05%).
