According to a survey by the Centre for Strategic and International Studies (CSIS), 69.8% of public institutions in Indonesia have not yet adopted cloud computing services.

Of this population, 55.1% do not use cloud computing due to concerns about data security and privacy. CSIS notes that this concern is particularly prevalent among public institutions in the health sector.

"Results from our Focus Group Discussion (FGD) show concerns that control over data stored or processed in the cloud is fully held by the cloud service provider, thus increasing data security vulnerabilities," CSIS explained in its report.

Other public institutions do not use cloud services because they feel no need (34.7%). Furthermore, 33.1% cited the lack of clear legal regulations, and 31.4% attributed their non-adoption to limited IT investment budgets.

Additional reasons included the perceived high cost of cloud services (28.8%), a shortage of IT personnel with cloud expertise (20.3%), and a lack of sufficient knowledge about cloud services (16.9%).

According to Fajar Hirawan, Head of the CSIS Economics Department, the government needs to address these obstacles to enable public institutions to leverage cloud computing to improve their services.

"This can be achieved by improving government officials' understanding of data security and protection in the cloud, implementing data accountability mechanisms, and developing a data classification framework," Fajar explained in a press release on Tuesday, August 23, 2022.

The survey was conducted from February 21 to March 11, 2022, across five Indonesian regions: DKI Jakarta, West Java, East Java, Bali, and Gorontalo.

The survey involved 169 public institutions. This comprised 21 samples from the central government, 67 from local governments, 47 from the education sector, and 34 from the health sector.
