Jakarta Governor Anies Baswedan has again reduced the target for the construction of zero-down-payment (DP) houses. This is stipulated in Governor Regulation (Pergub) Number 25 of 2022 concerning the Regional Development Plan (RPD) 2023-2026.

Previously, in the 2017-2022 Medium-Term Regional Development Plan (RPJMD), Jakarta Governor Anies Baswedan targeted the construction of 232,214 zero-DP housing units. However, in the RPD 2023-2026, this target has been slashed to only 9,081 units.

Deputy Governor of Jakarta, Ahmad Riza Patria, stated that the reason for the decrease in the target for zero-DP housing construction is to align with the term of office of the Acting Governor of Jakarta.

"It must be adjusted to the term of the Acting Governor. The Acting Governor's term is only two years," said Riza, as quoted from Kompas.com, Sunday (25/9/2022).

"It's different; Anies and I had a five-year term, which was sufficient time to build low-cost apartments," Riza continued.

This is the second time the Jakarta Provincial Government has cut the target for the construction of zero-DP houses.

Previously, due to the pandemic, the construction target was reduced from 232,214 units to 10,460 units in a proposed amendment to the Medium-Term Regional Development Plan (RPJMD) submitted to the Jakarta Provincial DPRD (Regional People's Representative Council). However, this proposed amendment to the RPJMD has not yet been approved by the Jakarta Provincial DPRD.

Up to the end of Anies-Riza's term, only 2,332 zero-DP housing units have been completed.
