Many Corruption Cases Utilize Fictitious Projects as a Modus Operandi in the First Half of 2021

Fictitious activities or projects are the most dominant modus operandi used by perpetrators of corruption. According to a report by the Indonesian Corruption Watch (ICW), there were 53 corruption cases using this modus operandi in the first half of 2021.

Forty-one corruption cases used embezzlement as their modus operandi. There were also 30 cases involving budget misuse.

Twenty-two corruption cases employed a mark-up scheme. Furthermore, 19 cases used fictitious reporting as their modus operandi.

Corruption involving budget cuts and abuse of authority numbered 16 and 8 cases respectively. Meanwhile, there were 7 cases of corruption involving bribery.

ICW also reported that law enforcement actions against corruption cases were most frequently found in East Java and East Nusa Tenggara, with 17 cases each. State losses due to corruption in East Java amounted to Rp 177 billion. Meanwhile, the amount reached Rp 1.316 trillion in East Nusa Tenggara (NTT).

ICW compiled this data from January 1 to June 30, 2021. The data was sourced from media reports, official law enforcement websites, and/or requests for information on case handling.
