Indonesia Corruption Watch (ICW): State Losses Due to Corruption Reach Rp 26.8 Trillion in the First Half of 2021

An Indonesian Corruption Watch (ICW) report reveals that state losses due to corruption reached Rp 26.83 trillion (approximately US$1.8 billion) in the first half of 2021. This figure represents a 47.63% increase compared to the same period in the previous year, which amounted to Rp 18.17 trillion (approximately US$1.2 billion). During this period, law enforcement agencies (APH) uncovered 209 corruption cases, involving 482 suspects who are undergoing legal proceedings.

The trend in corruption case handling by APH from the first half of 2017 to 2021 has been fluctuating. However, the value of state losses has steadily increased year on year.

According to ICW, this is due to the increasingly poor government oversight of budget management for handling corruption cases. ICW also cites a lack of transparency from law enforcement agencies, particularly the police and the prosecutor's office, regarding corruption investigations.

Overall, ICW assesses the performance of APH—comprising the Indonesian National Police (Polri), the Attorney General's Office, and the Corruption Eradication Commission (KPK)—in handling corruption cases during the first half of 2021 as only 19%, receiving a rating of E (very poor). This is because, while the number of corruption cases handled by APH has increased over the past two years, it has not met targets. Furthermore, state losses due to corruption continue to rise year on year.

This survey was conducted from January 1 to June 30, 2021, using a data tabulation method from various media and official law enforcement websites. The survey also involved data processing, APH assessment based on the 2021 DIPA (Detailed Implementation Plan), comparative data analysis, and descriptive analysis.
