In the 2024 State Budget (APBN), the government has allocated Rp43 trillion for the Modernization Program of Defense Equipment, Non-Equipment, and Infrastructure.
This is approximately Rp8.4 trillion less, or a 16.3% decrease, compared to the 2023 budget realization outlook.
The Modernization Program of Defense Equipment, Non-Equipment, and Infrastructure has six priority outputs:
1. Procurement of major weapon systems (alutsista);
2. Maintenance and repair of major weapon systems;
3. Strengthening defense and security in border areas and outer islands;
4. Improving the professionalism and welfare of soldiers;
5. Development of cyber defense; and
6. Development and growth of the defense industry.
All these programs fall under the Ministry of Defense.
According to the 2024 APBN explanation, in 2022 the Ministry of Defense received an additional Rp9.45 trillion from foreign loans and Rp5.86 trillion from domestic loans to support major weapon systems.
In 2023, there were further additions of Rp5.09 trillion from foreign loans and Rp4.32 trillion from domestic loans for similar support.
However, the 2024 APBN does not detail the value of loans for major weapon system support this year.
The total amount of government debt for major weapon systems is also not recorded in the document.
