The Indian government banned the export of non-basmati white rice starting July 20, 2023. This ban aims to lower domestic rice prices.
According to India's Ministry of Consumer Affairs, Food and Public Distribution, rice prices in the country had increased by 11.5% in July 2023 compared to the previous year.
"Non-basmati white rice accounts for about 25% of India's total rice exports. The export ban on this type of rice will contribute to lower prices for consumers in India," the ministry stated in a press release on Thursday, July 20, 2023.
While beneficial for the Indian market, the International Food Policy Research Institute (IFPRI) believes this policy could burden other countries.
India is the world's largest rice exporter, contributing 40% of global rice exports in the 2022/2023 trading year.
IFPRI notes that dozens of countries heavily rely on rice imports from India.
"India is a major rice supplier to many countries in Asia and Sub-Saharan Africa, making these regions vulnerable to rice supply disruptions," stated the IFPRI research team on its official website on Wednesday, July 25, 2023.
"There are 42 countries where over 50% of their rice imports originate from India. This is a significant proportion that is not easily replaced by supplies from other rice exporting countries such as Vietnam, Thailand, or Pakistan," said IFPRI.
Based on IFPRI's data, the country with the highest dependency ratio is Bhutan. In 2022, 100% of Bhutan's imported rice came from India.
Following Bhutan are Eritrea, Iran, Nepal, Liberia, Djibouti, Sri Lanka, Guinea, Kuwait, and Madagascar, with over 90% of their rice imports from India.
According to data from Indonesia's Central Statistics Agency (BPS), India was also the largest supplier of imported rice to Indonesia in 2022.
Throughout last year, Indonesia imported approximately 178,000 tons of rice from India, equivalent to 41% of the total national rice import volume.
