Inactive BPJS Kesehatan Participants Increase in Early 2026

According to data from the Ministry of Health, there were 284.5 million BPJS Kesehatan participants in Indonesia in February 2026.

Of these, 63.4 million were non-active participants. The number surged by 28.8% compared to 2025, setting a record high in recent years.

These non-active participants are divided into two categories: participants who are in arrears with their premium payments, and participants who have transferred their membership (mutation) and thus stopped making payments.

According to Health Minister Budi Gunadi Sadikin, the increase in the number of non-active participants was influenced by the discussion about eliminating BPJS Kesehatan premium arrears.

"This is similar to banking. When there's talk of debt cancellation, people who were previously active end up becoming non-active because they hope the debts will be erased," said Budi at a meeting with the IX Commission of the House of Representatives on Wednesday (11/2/2026).

Budi also stated that the total value of arrears from non-active participants reached Rp26.47 trillion until 2024.

The largest arrears came from self-employed participants (PBPU-BP) with a value of Rp22.29 trillion. Meanwhile, the least arrears came from the premium assistance recipients (PBI) group, amounting to Rp84 billion.
