How Many Non-Cash Transaction Infrastructures Are There in Indonesia?

Bank Indonesia has prohibited the double-swiping of credit/debit cards in cashless transactions at cash registers. This measure is implemented to prevent data theft and the compromise of consumer card information. Transactions should only involve a single swipe at an Electronic Data Capture (EDC) machine.

However, many merchants still engage in double-swiping customers' credit or debit cards during transactions. According to Bank Indonesia data, the number of merchants reached 652,000 units by the end of July 2017. Meanwhile, the number of other card payment infrastructure units (APMK), namely EDC machines, reached 1.1 million units, and the number of ATMs nearly reached 104,000 units.

One reason merchants still swipe cards at cash registers is to record the number (items) of goods purchased by consumers. Swiping cards at EDC machines only records the total value of the consumer's purchase.
