Indonesia Targets Rehabilitation of 221 Thousand Hectares of Mangrove by 2045

The Indonesian government targets the rehabilitation of approximately 221,000 hectares (ha) of mangrove forests over the next two decades.

This target is outlined in the National Long-Term Development Plan (RPJPN) 2025-2045's Strategy and Stages of Low-Carbon Development.

According to the document, the target for mangrove rehabilitation in Indonesia is divided into four phases:

• Phase 1 (2025-2029): Target rehabilitation of 49,097 ha
• Phase 2 (2030-2034): Target rehabilitation of 62,727 ha
• Phase 3 (2035-2039): Target rehabilitation of 63,697 ha
• Phase 4 (2040-2045): Target rehabilitation of 46,249 ha

In the Roadmap for the Low-Carbon Development Transition in the Marine Sector 2025-2045, the government also details the objectives for each phase:

Phase 1 Objective: Strengthen governance related to emission reduction/increased carbon sequestration in mangrove and seagrass ecosystems, and in the marine and fisheries industries enabling the application of a blue economy.

Phase 2 Objective: Achieve Mangrove Net Sink conditions, optimize the protection of seagrass ecosystem conservation areas, and implement a national low-emission model, with a minimum coverage of 50%, without reducing the economic benefits of aquaculture and capture fisheries.

Phase 3 Objective: Strengthen the blue economy based on mangrove and seagrass ecosystems and implement a national low-emission model, with a minimum coverage of 75% and increased economic benefits in aquaculture and capture fisheries.

Phase 4 Objective: Establish Indonesia as a global leader in the blue economy (capture and aquaculture fisheries achieve net-zero emissions).
