In 2016, fuel oil consumption increased by 2.76% to 73.56 million kiloliters (kl) from the previous year. Based on data from the Upstream Oil and Gas Regulatory Agency (BPH Migas), this figure comprises General Fuel Type (JBU) consumption reaching 48.66 million kl, Specific Fuel Type (JBT) 14.28 million kl, and Special Assignment Fuel Type (JBKP) amounting to 10.62 million kl. Meanwhile, preliminary 2017 data shows fuel oil consumption reached 34.11 million liters, consisting of 21.28 million kl of JBU, 8.4 million liters of JBT, and 4.4 million kl of JBKP.
In 2015, JBT consumption decreased by 31.89 million kl or 68.16%, leaving only 14.89 million kl. The removal of fuel subsidies for Premium fuel resulted in a significant drop in JBT consumption in 2015, and from that point onwards, Ron 88 fuel was classified as JBKP. This policy caused a surge in JBU (non-subsidized) fuel consumption by 20.14 million kl or 82.8%, reaching 44.45 million kl.
The categorization of fuel oil into three types came into effect in 2015. JBU consists of non-subsidized fuels such as Pertamax and Pertalite. JBKP comprises Premium fuel outside Java, Madura, and Bali, with prices regulated by the government according to market prices and evaluated every three months. Lastly, JBT includes kerosene and diesel.
