Implementation of Domestic Biodiesel Mandate Continues to Grow until 2025

The Ministry of Energy and Mineral Resources (ESDM) reported that the realization of the mandatory B40 biodiesel utilization for domestic needs reached 14.2 million kiloliters (kl) in 2025.

This volume is equivalent to 105.2% of the 13.5 million kl target that was set last year.

ESDM Minister Bahlil Lahadalia stated that the successful implementation of the mandatory B40 biodiesel program helped reduce diesel imports by approximately 5 million kl in 2025.

"Now, in 2026, we plan to no longer import diesel, especially C48, because domestic consumption and production are already balanced thanks to blending with B40," Bahlil said during a working meeting with Commission XII of the House of Representatives on Thursday, January 22, 2026.

Trend-wise, the national mandatory biodiesel policy has continued to grow in recent years, as shown in the attached graph.

Bahlil explained that this increase is supported by the strengthening of refinery capacity, including the Balikpapan RDMP.

"With the current production at Pertamina's Balikpapan RDMP, our total accumulated B40 consumption now shows a surplus of approximately 1.4 million kl," he said.
