Indonesia’s peatland protection research and advocacy organization, Pantau Gambut, has identified at least 3.3 million hectares of oil palm plantations slated for legalization by the government.

Of that amount, 407,260 hectares, or 14% of the total, are located within peat hydrological units (KHG). Pantau Gambut's data shows that Central Kalimantan has the largest area of illegal oil palm plantations in KHG nationally, at 213,970 hectares.

Riau is second largest with 100,260 hectares, followed by North Sumatra with 30,390 hectares.

West Kalimantan and Jambi occupy the fourth and fifth positions, with 24,350 hectares and 12,300 hectares respectively. The remaining areas are in East Kalimantan and Bangka Belitung Islands, as shown in the graph.

Wahyu Perdana, Advocacy and Campaign Manager of Pantau Gambut, stated that 72% of oil palm plantations in KHG scheduled for legalization fall into the medium-risk fire category, and 27% are in the high-risk category.

"In an ecological context, the legalization of illegal oil palm plantations in Peat Hydrological Units (KHG) will exacerbate forest and land fires (karhutla) and their accompanying ecological impacts," said Wahyu in a written statement to Databoks on Wednesday (25/10/2023).

Furthermore, Pantau Gambut's data also shows that out of 32 oil palm companies operating illegally in KHG areas, only 5 are truly located in peat ecosystems with cultivation functions. The remaining 27 companies, or 84%, also operate in peat ecosystems with protective functions.

"This demonstrates a violation of Article 21 of Presidential Regulation No. 71 of 2014 in conjunction with Presidential Regulation No. 57 of 2016 concerning the Protection and Management of Peat Ecosystems. This condition increases the risk of karhutla, especially in peat ecosystems," said Wahyu.
