Thirty-four provincial governments have set and published the 2024 Provincial Minimum Wage (UMP) increase.
According to the latest data compiled by *Databoks*, out of 38 provinces, 4 provinces have yet to publish the UMP increase through a gubernatorial decree.
Previously, the Minister of Manpower (Menaker), Ida Fauziyah, urged that the deadline for the determination and announcement of the UMP was Tuesday, November 21, 2023, at 23:59 WIB.
Central Papua Province recently announced its 2024 UMP increase on Wednesday, November 22, 2023. According to *Katadata*, Central Papua Province set the 2024 UMP at Rp4,024,270.
This figure is up Rp159,570 or 4.13% from the 2023 UMP of Rp3,864,700. The UMP amount follows that of Papua Province, its parent province before the regional division.
According to the Head of the Central Papua Province Manpower and Transmigration Office, Frits James Boray, the UMP follows the parent province because they do not yet have a wage council.
Furthermore, Central Papua Province does not yet have a statistics office that can provide economic growth and inflation data, which are the basis for wage calculations.
However, Frits emphasized that the UMP increase is determined by three factors: the general public's purchasing power, economic growth, and inflation.
“Actually, the figure is already ideal, because we think in the future we will recalculate it and adjust it to the income level of Central Papua Province," he said.
Other newly established provinces, such as South Papua, West Papua Daya, and Papua Pegunungan, are predicted to follow Papua's calculations.
This UMP increase refers to Government Regulation (PP) Number 51/2023. The calculation formula is based on projected inflation, plus projected economic growth multiplied by alpha.
Alpha is in the range of 0.1 to 0.3, determined by the provincial wage council or the district/city wage council. The determination of the alpha value considers the level of labor absorption and the average or median wage.
North Maluku has the highest increase. Proportionally, it increased by 7.5% from 2023 or nominally by Rp223,280. The second highest increase is Jakarta, which increased by 3.4% or Rp165,583.
The smallest wage increase is Gorontalo, with a proportion of 1.2% or only Rp35,750. Followed by West Sulawesi at 1.5% or Rp43,174.
