LPEM FEB UI assesses that the proportion of desperate unemployed people is indeed small compared to the total working-age population. However, they still need to be addressed with special policies.

"From a policy perspective, this group is important not because of its large proportion, but because they indicate points where the education system, training, and employment services fail to provide a credible pathway into the job market," they said.
