According to a report by the National Research and Innovation Agency (BRIN), 2.7 million people in Indonesia's workforce were discouraged from seeking employment in 2024.

This number increased compared to 2019, when it was only 883 thousand people.

"So, being discouraged from seeking employment means they cannot find a job," said Zamroni Salim, Head of BRIN's Center for Macroeconomic and Financial Research, during the Economic Outlook 2026 Seminar on Friday (December 19, 2025).

Zamroni revealed that 37.97% of the discouraged workforce in 2024 consisted of elementary school graduates or those who did not complete elementary school.

This was followed by high school graduates at 24.86%; junior high school graduates at 20.72%; and vocational high school/equivalent graduates at 10.08%.

There were also discouraged workers from higher education graduates, with 4.59% holding a bachelor's degree (S1); 1.7% with a diploma; and 0.08% with master's (S2) and doctoral (S3) degrees.

"This indicates a structural problem within our economy," Zamroni stated.

The majority of these discouraged workers, 63.59%, were located in urban areas, while the remaining 36.41% were in rural areas.
