The number of entrepreneurs in Indonesia has increased over the last decade, encompassing both entry-level and established entrepreneurs.

Based on Presidential Regulation (Perpres) Number 2 of 2022, entry-level entrepreneurs are business owners who operate independently, as well as those assisted by temporary/unpaid laborers.

Referring to BPS data, there were 51.67 million entry-level entrepreneurs in Indonesia in August 2025.

Cumulatively, the number of entry-level entrepreneurs in August 2025 had increased by approximately 10.28 million people, or grown by 25% compared to February 2016.

During the period of February 2016-August 2025, established entrepreneurs also increased by approximately 1.04 million people, or grew by 26%, bringing their total number to 5.06 million people, as shown in the graph.

Although their numbers increased, the ratio of entrepreneurs to the national workforce has not shown significant development.

In August 2025, the ratio of entry-level entrepreneurs reached 33.55% of the total workforce.
