What are the conditions and fulfillment of workers' rights in ASEAN countries?

The International Trade Union Confederation (ITUC) assessed 148 countries worldwide based on workers' rights in its *Global Rights Index 2022* report.

Countries were scored on a scale of 1-5. Higher scores indicate worse working conditions or greater restrictions on workers.

Conversely, lower scores suggest that the country is relatively open to workers' rights, although sporadic or inconsistent rights violations may still occur.

Of the 11 Association of Southeast Asian Nations (ASEAN) countries, the ITUC assessed 9.

Singapore ranked first, with a score of 2, indicating relatively good working conditions and worker rights fulfillment—unchanged from the previous year.

Vietnam ranked second, with a score of 4, also unchanged from the previous year.

The remaining countries—Indonesia, Cambodia, Laos, Malaysia, and Thailand—received a score of 5. Myanmar received a score of 5+.

The ITUC lacked data for Brunei Darussalam and Timor-Leste.

Regionally, the ITUC divided the countries into five major regions: First, the Middle East and North Africa (MENA) region, with an average score of 4.53.

Second, the Asia-Pacific region, with an average score of 4.22. Third, Africa, with an average score of 3.76.

Fourth and fifth were the Americas and Europe, with average scores of 3.52 and 2.49 respectively.

The ITUC's assessment indicators included civil liberties, the right to organize for workers, trade union activities, the right to collective bargaining, and the right to strike.

The ITUC's scoring parameters are as follows:

* 5+ points: No rights guaranteed due to violations of the rule of law.
* 5 points: No rights guaranteed.
* 4 points: Systematic violations of rights.
* 3 points: Regular violations of rights.
* 2 points: Repeated violations of rights.
* 1 point: Sporadic violations of rights.
