Active BPJS TK Participants Reached 30.66 Million in 2021

The Manpower Social Security Guarantee Agency (BPJS TK) recorded 30.66 million active participants by Q4 2021. This is a 2.27% increase compared to the same period last year, which had 29.98 million participants.

The details are as follows: 20.83 million participants were Wage Receiving Workers (PPU). This figure increased by 4.35% compared to the end of 2020, which had 19.96 million participants.

Furthermore, 6.27 million participants were Construction Workers (Jakon). This figure decreased by 16.55% compared to the previous year's 7.52 million participants.

Meanwhile, 3.55 million participants were Non-Wage Receiving Workers (PBPU). This number increased by 42.38% compared to 2020, which had 2.94 million participants.

BPJS Ketenagakerjaan Participants Still Far From Target

Although the number of active BPJS TK participants increased, the total number is still far from the target.

The target for the number of active BPJS TK participants in 2021 was 33.67 million. Thus, the realization of active BPJS TK participation last year was still short by approximately 3.01 million people from the target.

The Ministry of Manpower has now issued new regulations regarding the disbursement of BPJS TK's Old-Age Security Guarantee (JHT) in the Minister of Manpower Regulation Number 2 of 2022 concerning the Method and Requirements for Payment of Old-Age Security Guarantee Benefits.

Under these regulations, JHT funds can only be withdrawn when an employee reaches the age of 56. The regulation states that JHT benefits are paid upon reaching retirement age, experiencing permanent total disability, or death. This regulation is effective three months from the date of its enactment, which is May 2, 2022.
