The Ministry of Finance has announced the disbursement of 2023 Eid al-Fitr Holiday Allowances (THR) for state officials and pensioners. The provisions for the distribution of THR are stipulated in Government Regulation Number 15 of 2023.
Sri Mulyani, Minister of Finance, detailed the target recipients of the THR. For Civil Servants (ASN), state officials, and members of the Indonesian National Armed Forces (TNI) and the Indonesian National Police (Polri), the number totals 1.8 million people.
Meanwhile, regional ASN reach 3.7 million people. This figure includes regional ASN teachers receiving teacher professional allowances (TPG) totaling 1.1 million people, and those receiving additional income (tamsil) of 527,400 people.
Finally, there are 2.9 million pensioners and pension recipients. The total number of recipients reaches 8.4 million people.
These recipients will receive THR from the State Budget (APBN).
Previously, THR was distributed according to recipient groups. THR from ministries/agencies (K/L) amounted to Rp 11.7 trillion, given to central ASN, state officials, TNI personnel, and Polri members.
Meanwhile, Rp 17.4 trillion was distributed from the General Allocation Fund (DAU) for regional ASN, including Regional Civil Servants (PNSD) and Government Employees with Work Contracts (PPPK).
Sri Mulyani stated that the THR for regional ASN can be supplemented from the 2023 fiscal year APBD, according to the fiscal capacity of each regional government and applicable regulations.
Finally, Rp 9.8 trillion was disbursed from the state treasurer for pensioners and pension recipients.
According to Katadata, the allowance components include basic salary, attached allowances, and performance allowances. This is relatively the same as last year's disbursement. Performance allowances in the THR are still cut by 50%.
However, teachers and lecturers who do not receive performance allowances or additional income will receive 50% of their teacher or lecturer professional allowance.
The disbursement of THR is planned to begin 10 days before Eid al-Fitr, while the 13th salary will be implemented starting in June 2023. For THR, Sri Mulyani provided flexibility in payment if it cannot be disbursed on time.
"If the THR cannot be paid before Eid al-Fitr, the THR can be paid after Eid al-Fitr," said Sri Mulyani in a press conference held on Wednesday (29/3/2023).
