Data processed by the Indonesian Parliamentary Center (IPC) from the House of Representatives (DPR) shows that 627 instructions were issued by the DPR to the government during oversight meetings throughout 2023.
Of this number, the majority, or 527 instructions (80%), were not implemented by the government, while 128 instructions (20%) were implemented.
Broken down by the DPR's internal bodies (AKD) or commissions, Commission X had the highest number of instructions that should have been implemented by the government, totaling 156 instructions. Of this number, 50 instructions were implemented, and 106 were not.
Commission X's instructions represent the highest number not implemented by the government compared to other commissions. Commission X's area of authority includes overseeing issues related to education, sports, and youth.
The second highest number of instructions came from Commission VI, with a total of 90 instructions. Of these, 10 were implemented, and 80 were not.
Commission VIII followed in third place with 79 instructions; 9 were implemented, and 70 were not.
Across all commissions, the majority of instructions given to the government were not implemented.
The government appears to have been lackadaisical in following instructions from parliamentarians; however, the IPC also notes that the DPR has not effectively carried out its oversight function.
"This indicates a lack of DPR control over the instructions given to the government, resulting in policies being made based solely on the executive's desires without legislative validation," wrote the IPC in its *2023 IPC Year-End Report*.
