Eligible for THR and 13th Month Salary: What is the Current Basic Salary of Civil Servants?

The Indonesian government has prepared the salaries of civil servants (ASN) or civil servants (PNS) in regional institutions, along with holiday allowances (THR) and the 13th-month salary for 2022.

This is stipulated in Article 11 Paragraph 14 of Law No. 6 of 2021 concerning the 2022 State Budget (APBN).

According to the law, the THR and the 13th-month salary for civil servants are calculated as part of the Basic Allocation in the General Allocation Fund (DAU).

The 2022 APBN Law has planned a DAU of Rp378 trillion. However, the portion of the budget that will be used for THR and the 13th-month salary for civil servants this year has not been specifically mentioned.

Generally, THR and the 13th-month salary for civil servants are given based on the basic salary according to grade, length of service, and allowances attached to each civil servant.

According to Government Regulation No. 15 of 2019 concerning the Adjustment of Basic Salaries for Civil Servants, the current basic salary for civil servants is as follows:

Grade I

* Grade Ia: Rp1,560,800 - Rp2,335,800
* Grade Ib: Rp1,704,500 - Rp2,472,900
* Grade Ic: Rp1,776,600 - Rp2,577,500
* Grade Id: Rp1,851,800 - Rp2,686,500

Grade II

* Grade IIa: Rp2,022,200 - Rp3,373,600
* Grade IIb: Rp2,208,400 - Rp3,516,300
* Grade IIc: Rp2,301,800 - Rp3,665,000
* Grade IId: Rp2,399,200 - Rp3,820,000

Grade III

* Grade IIIa: Rp2,579,400 - Rp4,236,400

In addition to receiving a basic salary, civil servants also receive a number of allowances, including:

Family Allowance

Given to civil servants who have a family. This consists of a spouse allowance and a child allowance (maximum two children) with a nominal value of 10% and 2% of the basic salary, respectively.

Position/Structural Allowance

Given to employees who lead an organizational unit or work unit. The amount of this allowance varies, for example, Echelon 4A Rp540,000, Echelon 3B Rp980,000, Echelon 3A Rp1,260,000, Echelon 2B Rp2,025,000, and so on.

Functional Allowance

Given to job groups with functions and duties related to functional services based on specific expertise and skills. For example, education personnel, health personnel, archivists, and others.

Rice Allowance

Given to civil servants and their families in the form of money equivalent to 10 kg of rice per family member.

Tax Allowance

Given in accordance with applicable regulations on income tax.
