According to a report by Bank Indonesia (BI), the foreign debt position (ULN) of the Indonesian government reached US$214.27 billion at the end of 2025, an increase of about 5% compared to the end of 2024.

Previously, the government's ULN had decreased during the 2021-2022 period. However, since 2023, its value has consistently increased again, reaching a new record high in 2025.

"The development of ULN was influenced by the inflow of foreign capital into international government securities (SBN) as investors' confidence in Indonesia's economic prospects remains strong," BI said in a press release on Wednesday (18/2/2026).

BI stated that the government's ULN is directed to support the financing of priority programs, maintain fiscal sustainability, and strengthen the national economy.

According to BI, the use of government ULN is focused on supporting the health services sector and social activities, which account for 22.1% of the total government ULN at the end of 2025.

There is also the use of debt for the government administration sector, defense, and mandatory social security (19.8%), education services (16.2%), construction (11.7%), and transportation and warehousing (8.6%).
