Since 2002, the Indonesian government has routinely allocated the Special Autonomy Fund (Otsus) for provinces in the Papua region.

"But, I truly ask that governors and regents be responsible. Regents and governors should not frequently travel abroad using the Otsus Fund," Prabowo added.
