West Java, Province with the Highest Regional Budget Expenditure Realization until November 2025

According to a report by the Ministry of Home Affairs (Kemendagri), from the beginning of the year until November 16, 2025, the realization of expenditure within the regional revenue and expenditure budget (APBD) of all Indonesian provinces reached Rp250.12 trillion.

This figure is equivalent to 64.43% of the total provincial-level APBD expenditure target for this year.

Regionally, 20 provinces had expenditure realization above the national average, while 18 other provinces were below the average.

The highest APBD expenditure realization was in West Java, while the lowest was in Southwest Papua.

Here is a list of the 10 provinces with the highest percentage of APBD expenditure realization until November 16, 2025:

1. West Java: 75.83%
2. DI Yogyakarta: 75.32%
3. Riau Islands: 74.34%
4. West Sumatra: 74.28%
5. Gorontalo: 72.92%
6. Maluku: 71.76%
7. Banten: 70.56%
8. West Sulawesi: 69.9%
9. NTB: 69.67%
10. South Sumatra: 68.81%

And here are the 10 provinces with the lowest percentage of APBD expenditure realization until November 16, 2025:

1. Southwest Papua: 44.24%
2. South Papua: 50.53%
3. West Papua: 51.57%
4. Central Papua: 52.19%
5. South Kalimantan: 55.17%
6. North Kalimantan: 57.08%
7. Central Kalimantan: 58.3%
8. South Sulawesi: 58.68%
9. Riau: 58.9%
10. DKI Jakarta: 59.22%
