The Ministry of Home Affairs (Kemendagri) has identified 15 regional governments (pemda) that have idle funds in banks as of September 2025. These idle funds refer to regional government funds that have not yet been spent.
The Provincial Government (Pemprov) of Jakarta recorded the highest amount, with idle funds of IDR 14.68 trillion as of September 2025. This figure is higher than the deposits in December 2024, which almost reached IDR 5.97 trillion.
Next is the East Java Provincial Government, with IDR 6.84 trillion. Followed by the Banjarbaru City Government (Pemkot), reaching IDR 5.16 trillion.
Beyond these top three regional governments, their deposits range between IDR 1 trillion and IDR 4 trillion. Here is the complete list:

Kemendagri also reported that the total idle funds of regional governments in banks reached IDR 234 trillion as of September 2025.
"There is a need to accelerate spending and maintain reasonable deposit levels in banks," Kemendagri wrote in its report.
