Initial 2024 TNI Positional Staffing Shortages and Surpluses

In early 2024, the Indonesian National Armed Forces (TNI) still lacked personnel in several positions. However, some positions also had a surplus of personnel compared to the planned numbers.

This is recorded in a paper by Chandra Ariyadi Prakosa, Mhd. Halkis, and Tarsisius Susilo, titled *Digital Competence and TNI Human Resource Management in the Era of the 4.0 Industrial Revolution* (*Journal of Education, Humaniora and Social Sciences*, November 2024).

Based on data compiled by Chandra et al. from the TNI Leadership Meeting, the most significant personnel shortage was at the Captain rank.

Quoting the paper, the planned number of Captains was 32,000. However, by January 2024, the actual number was only around 13,000, resulting in a shortage of 19,000.

Personnel shortages were also recorded for the ranks of First Lieutenant (Lettu), Major, and Lieutenant Colonel (Letkol).

Meanwhile, there was a surplus of personnel for the ranks of Two-Star General, One-Star General, Colonel, and Second Lieutenant (Letda), as shown in the graph.
