President Joko Widodo has issued new regulations regarding the provision of Eid al-Fitr bonuses (THR) and 13th-month salaries to state civil apparatus (ASN), encompassing civil servants (PNS), prospective civil servants (CPNS), government employees with work contracts (PPPK), Indonesian National Armed Forces (TNI) personnel, Indonesian National Police (Polri) members, and state officials.
These regulations are stipulated in Government Regulation (PP) Number 14 of 2024, enacted on March 13, 2024.
The new regulations state that THR and the 13th-month salary for PNS, PPPK, TNI personnel, Polri members, and state officials generally consist of basic salary, plus family allowance, food allowance, general allowance, and performance allowance according to rank/job level.
Meanwhile, THR and the 13th-month salary for CPNS consist of 80% of the PNS basic salary plus similar allowances.
Furthermore, THR and the 13th-month salary for ASN in regional governments have the same components but include additional income of up to the amount received in one month, considering the fiscal capacity of each region.
THR payments will be made at the earliest 10 days before Eid al-Fitr, and the 13th-month salary will be paid at the earliest in June 2024.
The following are the maximum amounts of THR and 13th-month salary for leaders, members, and non-ASN employees working in government institutions:
1. Leaders and members of non-structural institutions:
* Chair/Head: Rp26,299,000
* Vice Chair: Rp24,721,200
* Secretary: Rp23,420,250
* Member: Rp23,420,250
2. Non-ASN employees in non-structural institutions and officials whose financial or administrative entitlements are equated or equivalent to those of echelons/officials:
* Echelon I/principal high-ranking official/high-ranking official: Rp20,738,550
* Echelon II/first-level high-ranking official: Rp16,262,400
* Echelon III/administrator: Rp11,535,300
* Echelon IV/supervisor: Rp8,844,150
3. Non-ASN employees working in government institutions, including non-structural institutions and new state universities, based on Presidential Regulation No. 10/2016, as implementing officials with the following education levels:
