Data from the Directorate General of Corrections (Ditjen PAS) of the Ministry of Law and Human Rights records that the capacity of detention centers (Rutan) and correctional institutions (LP) in the East Kalimantan Regional Office is 2,928 inmates. However, the Rutan and LP in East Kalimantan are occupied by 9,853 inmates, meaning an overcapacity of 237 percent. This figure is the highest compared to other regions.
The province with the second-highest overcapacity of detainees/inmates is Riau, at 193 percent. The capacity of Rutan and LP is only 3,526 inmates, but it houses 10,327. Meanwhile, the third highest is DKI Jakarta, at 182 percent. With a detainee capacity of 5,851, it houses more than 16,500 inmates.
The detention capacity in Indonesia is only around 121,500 inmates, but the number of occupants reaches 219,800. This means an overcapacity of more than 80 percent. This is one of the causes of inmate escapes. In the latest incident, 448 inmates escaped from the Class II Rutan in Pekanbaru due to overcapacity. Of the 33 Ditjen PAS Regional Offices (Kanwil), only six are occupied by inmates within their capacity.
