Which Indonesian Province Has the Highest Number of Inmates?

North Sumatra has the highest number of inmates/detainees compared to other regions. According to data from the Directorate General of Corrections (Ditjen PAS) of the Ministry of Law and Human Rights, the number of inmates in the North Sumatra Regional Office (Kanwil) reaches 27,000. This figure represents 12.4 percent of the total number of inmates nationwide, which is almost 200,000.

Of the inmates in the North Sumatra Regional Office, 9,000 are detainees and 18,000 are convicts. The total capacity in the North Sumatra Regional Office is only around 10,000, but the number of detainees reaches 27,000, resulting in an overcapacity of approximately 174 percent.

The 10 Regional Offices with the highest number of inmates total 149,000, or 67 percent of the total number of inmates nationwide. Inmates have escaped on several occasions due to overcrowding. Most recently, 448 detainees escaped from Pekanbaru Class II Detention Center.
