The Network for Democracy and Electoral Integrity (Netgrit) reports that out of 18 political parties participating in the election, only one party met the 30% female representation requirement in all electoral districts (dapil).
This finding is based on an analysis of the 2024 Permanent Candidate List (DCT) determined by the General Elections Commission (KPU) on November 4, 2023.
"Only one political party fulfilled the requirement of at least 30% female representation in all DCTs across the 84 electoral districts, namely the Prosperous Justice Party (PKS)," said Netgrit Executive Director Hadar Nafis Gumay in a written statement on Thursday (November 9, 2023).
However, Article 245 of Election Law Number 7 of 2017 stipulates that the minimum 30% female representation must be met in each electoral district, not as a national aggregate total.
Netgrit's findings also show that the National Awakening Party (PKB) failed to meet the 30% female quota in the most electoral districts (29), followed by the Indonesian Democratic Party of Struggle (PDIP) and the Democratic Party (Demokrat), each in 24 districts.
Golkar and Gerindra both failed to meet the minimum female representation in 22 electoral districts. The remaining data is shown in the graph.
"This data is highly inconsistent with the declaration of integrity in the election that was made by the election organizers," said Hadar.
He stated that the KPU condoned violations of the election candidate nomination system and the applicable laws.
Responding to these violations, the Election Supervisory Agency (Bawaslu) stated that it would follow up on reports of alleged administrative election violations submitted by the Community Concerned about Women's Representation.
"We (Bawaslu) are committed to following up on the report according to existing regulations," said Bawaslu Chair Rahmat Bajga in his official statement on Monday (November 13, 2023).
