According to a report by the Commission for Missing Persons and Victims of Violence (Kontras), there were 622 violent incidents involving members of the Indonesian National Police (Polri) between July 2022 and June 2023.
The majority of these incidents involved shootings, totaling 440 events.
Based on this data, Kontras assesses that the Polri has not implemented maximum evaluation and control of firearm use among its members.
Other violence by Polri members highlighted by Kontras includes the use of tear gas, with 13 incidents.
Kontras considers this to require special attention, especially since the Kanjuruhan Stadium tragedy on October 2, 2022, where the use of tear gas by the Polri resulted in the deaths of 135 people.
"It is ironic that Polri members, who should provide a sense of security to the public, are instead perpetrators of violence against civilians," Kontras wrote in its report.
The following is a complete list of violent incidents involving Polri members from July 2022 to June 2023, according to Kontras' findings:
1. Shootings: 440 incidents
2. Assault: 58 incidents
3. Arbitrary arrests: 46 incidents
4. Forced dispersal: 41 incidents
5. Torture: 33 incidents
6. Intimidation: 29 incidents
7. Wrongful arrest: 20 incidents
8. Tear gas: 13 incidents
9. Sexual violence: 9 incidents
10. Use of Water Cannon: 5 incidents
11. Clashes: 5 incidents
12. Criminalization: 3 incidents
Kontras found that all of this violence by Polri members resulted in 1,362 injuries and 187 deaths.
Of all the recorded violence, the majority of perpetrators came from the Criminal Investigation Unit (Satreskrim), with 426 incidents.
Satreskrim is a police unit tasked with conducting investigations, inquiries, and supervision of criminal investigations.
According to Kontras, this indicates that handling suspected perpetrators of criminal acts often involves violence.
Besides Satreskrim, Kontras also found violence committed by Polri members at the Resort Police (Polres) level.
